after the father was inside the home in the 2300 block. jeff joins us with more on her story. >> stephanie rowlings planned to join through the community walk. she won't find any welcome mat awaiting her at the home where 18-year-old jonah died from multiple stab wounds. today the teen's mother is blaming city leaders for the violence that cost so many children their lives including her own. >> the city is burning down. we're losing our kids left and right. it's not acceptable. and somebody better bring this to justice. >> her mother says she had a 2-

year-old daughter, in hopes of becoming a nurse. we'll have more from the victim's mother more at 6:00. and edge edgewater, and it happened in the 2700 block of casio block. apparently a deputy was trying to serve 44-year-old michael beach a court order. he allegedly pulled the weapon and charged at the deputy. beach then barricaded himself in the home. police say beach covered himself after several hours police finally arrested him. tonight, he's in chef trauma. the deputy was treated and release. officials at pescola high school, he believed he was in danger and needed protection. the police say the teen was involved in an altercation and showed the gun to other students but didn't threaten anyone. the boy is facing several weapons charges tonight.

state superintendent nancy grassley is retiring in june after serving 20 years in the job. >> she's been going to school for a long time. the school bell finally running for dr. grasslink. she started teaching deaf children and rose to the leaders. >> she workdz with governor schaeffer, irming. it's no secret that she and the governor had some wild disagreement. and she said they resolved the differences to make schools better. she was quick to answer whether her retirement was politically motivated. >> i could honestly say this was my decision and the timing of it was my decision. that may not have been true had it been 4 1/2 years ago. there is a lot of water over

democrats supporting it. lawmakers with a separate reconciliation bill. the senate did reject several republicans supporting challenges to the legislation. one would have eliminated a fee increase. house of delegates already passed the legislation. >> it's a difficult budget. we were facing a 1.6 billion structural deficit. we made significant progress in moving it down 40-45%. >> lawmakers will work out the differences and conference, before the scheduled april 11th adjournment of the general assembly. the senate passed the bill to increase the alcohol tax by 3% to 9%. it will mean $900 million more in education funding. the measure now goes to the house of delegates. today baltimore mayor rolls

out her budget. she says some swimming pools will be open. three fire halls will close each day and 311 will not be available as much. some good news, no taxes will be raised except for both trash pickup. meanwhile, the mayor says tourism has been good. >> tourism is the second target, employer, the industry -- that's going to be -- the sector to support. they gave the funding for baltimore also, supporting jobs in the city. >> under the mayor's budget more than half of the city's 55 rec centers will be turned into non-profits. if no one takes over the center, they may have to close and library hours could be reduced as well. an idaho doctor has created an app to keep people from texting and driving. heart surgeon says he's seen too many people hurt and killed

structurally deficient bridges. more than 69,000 meet with a group called urgent repairs. study found that oklahoma and west virginia top the list of deteriorating bridges. if you buy a hyundai after today, there's no turning back. in 2009, hyundai started the program. it backs down customers who were laid off. other car customers tried similar buyback deals but none were as successful as hyundai. a new high speed fiber optic network created by google, created. and last week, they submitted an application to be the first in the country to have a network. google fiber plan would allow one gig ga bite download

streaming, 100 times faster than the current download speeds. the president of morgan fit university, took to the neighborhood, surrounding the campus to get a little feedback from the community. the david wilson became morgan's 12th president and since then the alabama native has been acclim mated to business within the campus in northeast baltimore. today, he's looking outside. >> the neighbors who have been here for over 40 years and even the newcomers to the neighborhood understand that as morgan grows, the neighborhood grows. we have to understand that as the neighborhood prospers, the neighborhood will prosper. >> morgan's president walked the path of his students to see what safety measures see an upgrade and observation was

in tonight's consumer alert, maryland could be the first state to ban the chemical fennal a from infant formula container. the house passed a similar bill over the weekend. the governor says, both bills would ban the chemical in formula containers by the year 2014. maryland banned bpa in baby bottles and sipe cups. the chemical is still used in the lining of cans. this is the sixth time the company has recalled over-the- counter medications for the

same reason. it involves tylenol distributed across the country. the fda is meeting to discuss the impact of certain food dyes. now there is new evidence that suggests that they could be, the behavior disorders in children and actually make their behaviors worst. here's abc tj winnick. it's lurking in every corner of the supermarket, sports drinks, cereals. it may be making your child act like this. >> throwing themselves on the ground, screaming, yelling. one point, was crawling. >> and she noticed her 3-year- old daughter tricksy had the tantrums after eating a pink sandwich. study suggests there may be a link between the food dyes and attention deficit hyperactivity

disorder. a condition diagnosed in about 5 1/2 million children. this 7-year-old says she knows -- >> you just don't want tan every day. >> the safety of artificial colors have been affirmed through extensive review. the fda must decide whether better food labeling. >> i wouldn't be surprised if they have the change in the labeling. not that the food dyes cause hyperactivity. for some children with hyperactivity, food dyes won't. >> we went and we threw out everything that had red dye in it. and she never had another one again. >> the labels in items like candy must say certain dyes could impact the child's

of low pressure, multiple storms come in. baltimore through the day, we have cloudy skies. then the rain begins to come down late in the afternoon. rain heading a little earlier to the west out in frederick. many reports at times of a little bit of snow falling mixing with the rain. exactly what we expected. temperatures very cold. sometimes that snow before it melts to complete rain will mix, kind of a rain drop with a little bit of snow embedded in the rain drop. it's a rainy, snowy kind of a mix. it's obviously not sticking. temperatures are way too warm for that. the current winds, out of the north and chilly. chilly winds coming in, that's for sure. take a look at the temps. mid-40s across dover, east. baltimore, colder to the west. colder air wrapping to the back side of several different disturbances. mid-40s. in the next several days, we'll be safely above freezing throughout each day. overnight periods where we

could get a little slush mixing in with the rain showers. the regional view, one big disturbance moving off the virginia beach area here. a second one centered in lower ohio towards columbus. you could see a lot of snow in places like pittsburgh, cleveland. in maryland, rain showers on and off tonight. our overnight east coast view, shows cloudy conditions. again, couple of different areas of disturbed weather. they will mean rain on and off and at times winter mix blending in with the rain here in the maryland and across the baltimore area. high pressure. chilly conditions offshore. colder air trying to wrap behind three different areas of low pressure. it adds up to an unsettled pattern the next couple of days. take a look at the timing. we're right on the rain-snow line. i think most of the snow will be primarily frederick

westward. not so much in the baltimore suburbs. although at times we'll see a mix of rain and snow. all rain by 10:00 tomorrow. then we get a little bit of a break with rain showers on and off. thursday night into friday, more rain coming off the coast. some snow may wrap behind the thing on early friday morning. a few more places. overnight, 36. rain with a wintery mix to the west. we guarantee another 45. 15 degrees below average. cold and rainy. rainy and a chance of a wintery mix, for the morning hours. let's look at the seven-day forecast. bottom line is this. each morning will feature rain with probably a little bit of snow. better chances, if your trip takes you west. as we go to friday morning, another possibility of a rain- snow mix. weekend drying out. we're happy to say, la cross on saturday, sunday, sunny skies and dry but, of course, warmer
